Overview:

The Driver and Security Focal Point is responsible for implementing security measures and procedures, and for ensuring compliance with IBTCI security policies on behalf of the Chief of Party.  He/she is also responsible for acting as the primary security liaison with the IBTCI Home Office Security Department and any in-country security resources that are available.  Examples of these would include the US Mission, the OSAC Country Council, and security team members from other implementing partners and international organizations.  This is a key role of the SFP who acts as the local threat monitoring staff member, assessing threats to the project from terrorism, kidnapping, crime and civil unrest.

 

Essential Duties/Tasks and Responsibilities:  

  • Drive the assigned service vehicle to transport authorized persons and goods.
  • Collect and distribute mail, documents and other items.
  • Maintain the cleanliness of the interior and exterior of the vehicle.
  • Prepare monthly reports on the use of the vehicle to be transmitted to management.
  • Monitor vehicle maintenance and report any incidents or accidents to management, in accordance with the procedures of the organization.
  • Follow up on vehicle maintenance work being done.
  • Manage project security protocols and procedures that are in line with Home Office directives.
  • Maintain awareness of the security situation at all times.
  • Conduct research and outreach required to complete all project based security reporting, including presenting general security update to all project staff during the weekly staff meeting.
  • Prepare focused situation reports in support of all field-based activities.
  • Complete security reports needed for reporting to USAID.
  • Ensure all project activities are conducted in compliance with appropriate security protocols.
  • Maintain real-time monitoring of all ongoing activities.
  • Provide safety and security advice, guidance and support to the Incident Management Team in crisis situations.
  • Ensure long-term USN/TCN staff reside in secure accommodations.
  • Ensure incoming staff or STTAs are greeted upon arrival with appropriate security detail and are provided with specific security guidance.
  • Serve as liaison with external security providers.
  • Conduct briefings, including systematic checklist-based reviews (particularly in terms of field activities) with project staff as needed regarding security procedures.
  • Develop and maintain a network of those involved in security.
  • Represent the project in security work groups and coordinate committees as decided by project management.
  • Perform any other duties as assigned.

 

Required Knowledge, Skills and Abilities:

  • Proven experience writing vehicle usage reports in within established timeframes.
  • Verbal and written fluency in English highly preferred.

Minimum Requirements:

  • Valid Tunisian driver’s license.
  • Clean driving record.
  • Excellent command of the highway code.

 

Education:  

  • Must have a state diploma or equivalent technical and vocational patent of driver-mechanic.

Working Environment:  Work is typically performed in the field.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position may have supervisory responsibilities.

 

Travel:  International travel may be required.
