Consisting of one senior consultant and one junior evaluation consultant to support the evaluation of the Reform Partnership of Germany and Tunisia
The German Institute for Development Evaluation (DEval) is looking for a consulting team consisting of one senior evaluation consultant and one junior evaluation consultant to support the evaluation of the Reform Partnership of Germany and Tunisia.
The duration of the data collection shall be from approximately 1st of June to 15th of August 2021. The volume of work for the senior evaluation consultant will consist of up to 26 working days and for the junior evaluation consultant of up to 14 working days.
DEval is based in Bonn, Germany. The overarching goal of DEval is to independently evaluate the performance of interventions of German development cooperation. The main task of DEval is the independent analysis and assessment (evaluation) of German development cooperation interventions.
As part of its multi-year evaluation programme, DEval will carry out an evaluation of the Reform Partnerships in German development cooperation. The purpose of the evaluation is to contribute to learning processes in the Federal Ministry for Economic Cooperation and Development (BMZ). Against the backdrop of the general elections in September 2021, the evaluation seeks to inform the BMZ as to whether the reform partnerships are a relevant and coherent form of cooperation. Furthermore, it will gather initial outcomes attributable to reform partnerships in the political sector, such as change processes in the administration after the initiation of the new cooperation.
The consulting team shall apply as a team as they will be asked to work together very closely for the implementation of this assignment.
The consulting team shall perform the following tasks:
· Participation in virtual onboarding-workshop
· Participation of field visit
· Data collection
· Documentation of the interviews and focus groups
· Data analysis and reflection
· Logistical management
